I know I've included some dead characters, but I say: screw it. You can roleplay their ghosts or maybe they can possess someone. Or Hidan/Orochimaru can decide to resurrect them (because they're of use to him somehow; he can't just do it out of the blue). I don't care. Some people I didn't include, like the four Hokage or Pakkun (he's not a person, anyway...) only because they'd probably never be roleplayed. If you want someone not on this list, by all means, speak up.
